NEMCSA might be able to help! 

The Water Program is a program that provides funding to eligible, low-income households to assist with paying water and sewer bills. 

Assisting Eligible Residents With The Following

  • Financial Burden
  • Accumulated Water/Wastewater Utility Bills
  • Have Had Their Water Shut Off 
  • And/Or At Risk Of Having Water/Wastewater Service Shut Off

* Plumbing improvements are applicable to metered services only

** Well and septic repair are unallowable expenses


Eligibility

  • Reside with one of NEMCSA’s core counties: Alcona | Alpena | Arenac | Cheboygan | Crawford | Iosco | Montmorency | Ogemaw | Oscoda | Otsego | Presque Isle
  • Responsible for paying your water bill.
  • Must be at or below 200% Federal Poverty Level

Zero Income Certification Form

Required Documents

  • IDs for adults (18+) in the household
  • Birth Certificate or Social Security Card for Children
  • Water Bill, Past Due Notice and/or Shut Off Notice
  • Pay Stubs for the last 30 days
  • Proof of any other income
    • i.e. Pension, Military Retirement, Social Security,
  • Disability
  • Letters of any other benefits household is receiving
    • SNAP, Food Assistance, etc
  • Zero Income Self Certification, if not employed or receiving any type of income
