The Water Program is a program that provides funding to eligible, low-income households to assist with paying water and sewer bills.
Assisting Eligible Residents With The Following
- Financial Burden
- Accumulated Water/Wastewater Utility Bills
- Have Had Their Water Shut Off
- And/Or At Risk Of Having Water/Wastewater Service Shut Off
* Plumbing improvements are applicable to metered services only
** Well and septic repair are unallowable expenses
Eligibility
- Reside with one of NEMCSA’s core counties: Alcona | Alpena | Arenac | Cheboygan | Crawford | Iosco | Montmorency | Ogemaw | Oscoda | Otsego | Presque Isle
- Responsible for paying your water bill.
- Must be at or below 200% Federal Poverty Level

Required Documents
- IDs for adults (18+) in the household
- Birth Certificate or Social Security Card for Children
- Water Bill, Past Due Notice and/or Shut Off Notice
- Pay Stubs for the last 30 days
- Proof of any other income
- i.e. Pension, Military Retirement, Social Security,
- Disability
- Letters of any other benefits household is receiving
- SNAP, Food Assistance, etc
- Zero Income Self Certification, if not employed or receiving any type of income
