The Region 9 Area Agency on Aging (AAA) is one of several divisions within Northeast Michigan Service Agency, Inc. (NEMCSA). We provide quality planning, programs and services to individuals, families and communities through the best use of human and financial resources. To carry out our mission, the agency brings together federal, state, and grant funds as well as dollars from local, private and public sources that aid individuals. NEMCSA was designated as an Area Agency on Aging in 1974 by the Michigan Aging and Adult Services Agency. As such, it serves the twelve counties of northeast Michigan: Alcona, Alpena, Arenac, Cheboygan, Crawford, Iosco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle, and Roscommon. These twelve counties comprise over 6,800 square miles.
In Michigan, there are 16 Area Agencies on Aging. Each AAA is authorized under the federal Older Americans Act and state’s Older Michiganians Act. Each is charged with developing and carrying out a plan that will foster a comprehensive, coordinated system of service for older persons and persons with disabilities in its service area. The core functions of an Area Agency on Aging are:
- Concentrating resources to develop capacity
- Developing a comprehensive and coordinated service delivery system
- Providing planning, program development, administration and monitoring
- Advocating for a vulnerable population

Northeast Michigan Regional Council on Aging
The Northeast Michigan Regional Council on Aging is the official advisory council to the NEMCSA Board of Directors for the Region 9 Area Agency on Aging. The Council is comprised of representatives from each county within its service area. Meetings are scheduled for the 4thMonday of the month at 1 p.m. at the NEMCSA Main Office in Alpena (subject to change). Click here for a schedule of meetings.
