Request for Proposals for Federal and State Grant Funding
The Region 9 Area Agency on Aging (AAA) releases a Request for Proposal (RFP) annually. The RFP is a competitive process and is used to award funding in a strategic and equitable manner to ensure adequate provision of services throughout the 12-county Planning Service Area (PSA). Grant awards are made for one or three years in the following service categories:
- Core Services Grants (three year cycles): Homemaking, Personal Care, Respite and Legal Services.
- Annual Grants: Evidence Based Disease Prevention Health Promotion Programs, National Family Caregiver Support Programs, Elder Abuse Prevention Programs and Merit Programs (Adult Day Care).
The AAA uses a formal advertising method that provides for the publication of a Request for Proposal (RFP) notice in newspapers within the Planning Service Area (PSA). The notice includes information on the Pre-bidders conference. Additionally, past recipients are notified electronically via email of the RFP release date. For applicants, the first step in the RFP process includes the submission of a mandatory letter of intent to be submitted prior to the pre-bidders conference.
The Pre-Bidders Conference – usually held in May – provides the opportunity to discuss the RFP in detail. Each applicant agency is provided with a folder containing everything needed for the bidding process – application, instruction, timeline, scoring matrix, service standards, etc. As each component is reviewed, applicants are able to ask questions for clarification. All questions are noted and will be included in the written FAQ that is provided to all applicants, usually about two weeks after the conference (this allows time for questions to be submitted in writing for up to two weeks after the conference, as well).
The core services grants utilize a three-year cycle for funding awards and are done in conjunction with the AAA Multi-Year Plan (a requirement of the Aging and Adult Services Agency of the Michigan Department of Health and Human Services). The annual grants are tied to the Multi-Year Plan, as well as the subsequent Annual Implementation Plans, and are available to bid on each spring. Both core and annual grants use the same RFP document and process.
All proposals meeting the submission deadline will be scored by a committee using a competitive process. The scoring matrix is strictly adhered to and is provided as part of the RFP. There is a minimum score that applications must meet to be considered for funding; however, attainment does not guarantee funding. Following the scoring process, the recommendations are presented to the Northeast Michigan Regional Council on Aging at its July meeting. Once approved by the Council, a recommendation then goes to the NEMCSA Policy Board for final approval at its August meeting.

Notice of Availability of Funds - The Region 9 AAA announces the availability of funds for fiscal years 2020-2022. Funds are to provide these services: Congregate Meals, Home Delivered Meals, Personal Care, Homemaker, In-Home Respite and Legal Services. Annual funds are available for fiscal year 2020 for these services: Elder Abuse Prevention, Evidence-Based Disease Prevention Health Promotion, The Merit Award (Adult Day Services), National Family Caregiver Support Program, and State Caregiver Support. Funds are available for the counties of: Alcona, Alpena, Arenac, Cheboygan, Crawford, Iosco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle and Roscommon. The Region 9 AAA must receive letters of intent to apply for funds by 4:30 pm Monday, April 22, 2019.
