New Release: BOSS Program White Paper
"Breaking Barriers, Building Futures: The Case for Intensive Mentorship in Economic Stability"
NEMCSA is proud to announce the release of our newest white paper, showcasing how intensive, one-on-one mentorship through the Bridges to Self-Sufficiency (BOSS) Program is transforming lives, empowering families, and reducing long-term dependence on public assistance across Northeast Michigan.
Why This Matters
In our 11-county service region, more than 28,000 people live below the poverty line. Families are facing persistent challenges: lack of transportation, affordable housing, childcare, and access to well-paying jobs. Traditional approaches are not enough—something more targeted, personal, and empowering is needed.
What's Inside the White Paper
- Results from NEMCSA’s 2025 Community Needs Assessment
- The philosophy and model behind intensive mentorship
- Real-world success stories from BOSS Program participants
- Measurable outcomes showing improvements in employment, credit, housing, and financial health
- Alignment with Michigan’s Poverty Task Force recommendations
- The case for sustainable, cost-effective investmen
Impact in Action
Since its launch in 2022, the BOSS Program has grown from a pilot in 3 counties to now serving families across 22 counties in Michigan. With a modest investment, the program is changing the trajectory of lives through mentorship—not handouts.
Who Should Read It?

- Policymakers and public officials
